FEI Exchange of Officials and Global Education Plan
The FEI recognizes the need for FEI Officials to gain experience through officiating at events on a higher level than those being available in their own country.
To enable National Federations to enhance the level of their officials, the FEI has a development "Exchange Programme for FEI Officials".
Its purpose is to assist National Federations and FEI Officials in getting access to events and being an official member of the respective team of officials.
The Exchange Programme is available for all Officials in all FEI Disciplines, with the exception of Eventing where the Global Education Programme is already in place.
The FEI will contact Event Organizers, ensuring an official position within the respective officials team and subsidize travel, accommodation and meals, if necessary.
The programme is coordinated by the FEI Education and Standards Department and applications must be submitted through the National Federation.

Global Education Program
The Eventing Committee has included the “Discipline Development through Education in the Next Decade” in its Strategic Plan, as a priority to ensure:
· Promotion of Eventing
· Creation of sport opportunities
· Co-operation and exchange between the main ‘participants’ in the sport (i.e. National Federations, Organising Committees, Officials and Riders)
· Education and training
It is agreed that education does not only cover the athlete, but also welfare, technical organisation and the training of the support network (i.e. judges, technical delegate, course designers, stewards, etc.). Such objectives can be realised through the Global Training Programme for Eventing Officials.
The programme aims to:
· Expand & raise the quality and experience of Eventing Officials worldwide, by identifying, educating and promoting FEI Eventing Officials, with specific effort in
· the developing & less experienced countries
· Improve the awareness of Risk Management among Officials while officiating/judging
· To measure the significant difference of the current situation within the 1st 5 year period (2009-2013).
Through:
1. Shadow Officiating (Eventing Judges & Technical Delegates)
2. Exchange of Eventing Officials (Eventing Judges & Technical Delegates)
3. Mentoring Scheme (Eventing Judges & Technical Delegates)
4. Course Designers are part of a redefined separate programme as of 2010
5. Stewards have been included as a separate programme to line up with the FEI Clean Sport Programme as of 2010
